Alcohol Programs to establish a grievance procedure to
handle complaints and grievances regarding access and
denial of drug and alcohol treatment services by health
maintenance entities. The new grievance procedure shall
be a one-step, external procedure that settles disputes
within 30 days. The procedure may be initiated by
treatment programs, consumers, facilities or a designee.
