I am with the PA Chapter of the National Alliance on Mental Illness (NAMI PA), which provides support, education, services and advocacy for individuals and families impacted by serious mental illness. We have affiliates in most counties in Pennsylvania, and provide support services on a daily basis to individuals facing a broad range of challenges as a result of mental illness. These services are vital to remaining in the community.
I am writing to voice my concern regarding the Governorís proposed 20% cuts to several mental health service program line items, and concern that the flexibility afforded to counties through the block grant program will result in additional reductions to services. During recent budget years, the state has moved to close and reduce the number of people living in psychiatric institutions and place them in less costly community settings. We applaud that goal. However, proposed cuts to community mental health services will jeopardize the support needed to avoid living in an institution. Without support, clients could end up in emergency rooms, inpatient psychiatric facilities, out-of-home placement (school age children), prisons or on the street.
